Pay and Benefit Rate Files (v12)

The following files are useful to registered users only.

2024 Pay Rates

2024 Pay Rates V12-1a.zip – (2.06 MB) contains the files 2024 Benefit Rates V12-1.dbf, 2024 Pay Rates V12-1a.dbf, 2024 Pay Rates V12-1a.fpt and Important notes on 2024 rates file.docx.

To use these pay rates in Budget Builder:
1. Download and open 2024 Pay Rates V12-1a.zip.
2. Put the three extracted files in your Budget Builder directory
For version 12, use your “My Documents\Budget Builder directory”.
3. In Budget Builder, click “Pay Rates Files” on the CivPers tab.
For version 12, click the “My Files” button.
4. Select 2024 Pay Rates.dbf as the active pay rates file. It will show on the CivPers screen.
5. Review the 2024 Pay Rate Important notes.

2023 Pay Rates

2023-Pay-Rates-v12-1a.zip – (1.97 MB) contains the files 2023 Pay Rates V12-1a.dbf, 2023 Pay Rates V12-1a.fpt, and 2023 Pay Rate Instructions-1a.pdf.

To use these pay rates in Budget Builder:
1. Download and open 2023-Pay-Rates-v12-1a.zip.
2. Put the two extracted files in your Budget Builder directory
For version 12, use your “My Documents\Budget Builder directory”.
3. In Budget Builder, click “Pay Rates Files” on the CivPers tab.
For version 12, click the “My Files” button.
4. Select 2023 Pay Rates.dbf as the active pay rates file. It will show on the CivPers screen.
5. Review the 2023 Pay Rate Instructions.

2023 Benefit Rates

To use these rates in Budget Builder:
1. Download and open 2023-Benefit-Rates-v12-1.zip.
2. Put the extracted file in your Budget Builder directory.
For version 12, use your “My Documents\Budget Builder” directory.
3. In Budget Builder, click “Benefits Rates Files” on the CivPers tab.
For version 12, click the “My Files” button.
4. Select 2023 Benefit Rates.dbf as the active benefit rate file. It will show on the main screen.

Pay and Benefit Rate Files (v11)

The following files are useful to registered users only.

2020-Pay-Rates-v11-3.zip – (1.6 MB) contains the files 2020 Pay Rates.dbf and 2020 Pay Rates.fpt.

To use these rates in Budget Builder:

  1. Download and open 2020-Pay-Rates-v11-3.zip.
  2. Put the two extracted files in your Budget Builder directory.
    • For version 11, use your “My Documents\Budget Builder directory”.
    • For earlier versions, use your installation directory (e.g., C:\BBCIV)
  3. In Budget Builder, click “Pay Rates Files” on the CivPers tab.
    • For version 11, click the “My Files” button.
    • For earlier versions, choose “Open Files Dialog” from the menu.
  4. Select 2020 Pay Rates.dbf as the active pay rates file. It will show on the CivPers screen.

2020-Benefit-Rates-v11-4.zip – (147 KB).

To use these rates in Budget Builder:

  1. Download and open 2020-Benefit-Rates-v11-4.zip.
  2. Put the extracted file in your Budget Builder directory.
    • For version 11, use your “My Documents\Budget Builder” directory.
    • For earlier versions, use your installation directory (e.g., C:\BBCIV)
  3. In Budget Builder, click “Benefits Rates Files” on the CivPers tab. Then,
    • For version 11, click the “My Files” button.
    • For earlier versions, choose “Open Files Dialog” from the menu.
  4. Select 2020 Benefit Rates.dbf as the active benefit rate file. It will show on the main screen.

File Converter Application

Background:
The Budget Builder File Converter Application was designed as a tool to facilitate the upload of the SABRS Management Analysis Retrieval System (SMARTS) payroll file to Budget Builder V11. Please note the format of the Labor Hist Trans File in SMARTS has been recently updated. Accordingly, the download file contains two versions of the File Converter Application; V1.33 and V1.34. Version V1.33 accepts the LABOR HIST TRANS FOR BUDGET BUILDER version of the file and V1.34 accepts the recently modified LABOR HIST TRANS FILE. The corresponding instructions depict the LABOR HIST TRANS FILE layouts accepted by each version.

Important:
Review the instructional document before use.

Action:
1. Download and open BBFileConv.zip.
2. Save the extracted Microsoft Access file and instructional document in a directory of your choosing.

Guidance on Updating FERS Contribution Rates FY2015

Background:
New employer contribution rates became effective on October 5, 2014. Changes to the FERS contribution rates are documented in the Office of Personnel Management Benefits Administration Letter Number: 14-305. The current 2014 Benefit Rates file in Budget Builder does not include the increased FERS contribution rates. Prior to release of the 2015 Benefit Rates file, the new FERS contribution rates can be input manually using the ‘Edit retirement rates’ feature in Budget Builder.

Action:
1. Download this file: Edit_FERS_Retirement_Rates.pdf
2. Follow the instructions in the document to update Budget Builder with the new FERS rates prior to release of the 2015 Benefit Rates file.

Fix to Import Payrolls After 1/1/2010

Important:
This fix is ONLY for BBCiv version 9 and BB2000 version 4.
If you do not import payrolls you do not need this fix.
BBCiv version 10 is being handled by email since some versions do not require a fix.
BBCiv version 8 and BB2000 version 3 (8 years old) are not updated.
We sincerely regret the inconvenience this error has caused Budget Builder users.

Background:
Budget Builder requires a fix to import payroll files with pay period ending dates in 2010 and after. In other words payroll files for pay period ending 1/2/2010 cannot be imported without this fix.

Action:

  1. Determine which version of Budget Builder you are running. This fix is only for BBCiv version 9 and BB2000 version 4.
  2. Download this file: BBIMPORT.APP – (151KB)
  3. Place BBIMPORT.APP in your Budget Builder directory when Budget Builder is not running. It will replace a file by the same name.

DCPDS Import Format

DCPDS_02.xls – (File Format Jun 15 2001) (25 KB) This Excel worksheet specifies the Defense Civilian Personnel Data System file format and data elements to be used by personnel offices using the MODERN DCPDS system to transfer personnel data to Budget Builder users.
